Build me a lightweight network emulation tool in Python that lets me define a network scenario in a folder, then start and stop the whole lab with simple commands.

I want it to use containers for each device, connect them with virtual LANs, and support reading a topology file plus per device startup files, like a real lab environment for networking practice and demos. It should be able to run locally with Docker, and if it makes sense, also support Kubernetes as a backend later or in a basic way.
