Build me a full stack web app for EPC procurement and document intelligence called NEXORA.

I want a clean React frontend and a FastAPI backend that lets teams manage projects, RFQs, purchase orders, procurement items, and milestones. Users should be able to upload PDF project documents, extract the text, and search across them in a smart way, like a copilot that can answer questions with cited context from the documents. It should also compare vendor proposals against technical specs, rank vendors using technical, commercial, delivery, and risk factors, and generate procurement risk reports plus executive level insights and KPIs.

Please include login and protected pages, a dashboard, document handling, semantic search, vendor evaluation, risk and compliance views, and a conversational assistant style experience.
