Build me a WordPress plugin that lets me manage site redirects from the admin area, under Tools, without needing to edit server files.

I want to be able to add a redirect by choosing the old path, the new destination, and the HTTP status code, with support for regular expressions and simple wildcard matching too. It should handle common redirect behavior safely, cache the rules so it stays fast, and avoid unnecessary settings screens. If a redirect could cause a loop, catch that and warn me. It should also support showing a normal WordPress 404, 403, or 410 response when needed.

Please make it work nicely with WordPress multisite if possible, keep the data portable, and include a small set of command line commands for listing, creating, updating cache, and deleting redirects. Use current WordPress best practices, and if you need to check any recent docs, look them up online first.
