Build me a personal portfolio site that feels like a code editor, with a file tree sidebar for navigation and each section presented like a file such as about.md, resume.json, skills.config, and so on.

I want the page to scroll smoothly between sections, and when a new section comes into view it should do a cool diff style color wipe transition, with the content fading and sliding in underneath it. The overall look should be dark, modern, and a little playful, with a title bar at the top, a code grid background, and a subtle scanline feel.

Also add a floating chatbot button that opens a small chat widget. It should only answer questions about me, and it should reply in whatever language the visitor uses.
