Build me a Python app that can watch a webcam or a recorded video and tell me when a person walks into a restricted area I draw on the screen.

I want to be able to click out a custom polygon zone first, save it, then run the detector on the same camera or video feed. It should use person detection and tracking, show a clear overlay when someone is inside the zone, and also warn if they stay there too long. Please save each intrusion event with a timestamp, a snapshot image, and a simple CSV log.

It would be great if there’s also a small web dashboard I can open in the browser to see the live feed, event counts, and recent alerts. If possible, add optional Telegram notifications with a photo, and record the annotated video output too. Make the settings easy to change in one config file, and if you need to look up current docs online, feel free to do that.
