Build me a simple web app for government environment inspection officers so they can check sites without doing every visit manually.

I want a login and signup flow, a home page, and a dashboard where an officer can view a map, inspect an area, and create a report for a location. The app should feel like a practical field tool, with clear navigation and a clean layout. It should support showing geospatial information on the map and let the user add or review environmental observations in a report format.

Use the existing React app setup and keep it working as a single project that can run locally. If you need to look up current docs online, do that.
