Build me a Windows desktop app for managing custom League of Legends skins.

I want to be able to import .fantome skin files by file picker or drag and drop, keep them in a local library, and quickly see useful info like champion, author, version, and preview images. The app should let me enable or disable skins without changing the original files, generate and cache previews like splash art, background, tile, and champion icons, and automatically find the League client through the lockfile.

It should also build the in client skin list from the skins I imported, so I can pick what I want during champion select. Make the UI clean and simple, with a library view, settings for the League install path, and a smooth flow from import to launch.
