Build me a polished interactive 3D ocean experience with a simple web frontend and a small backend to support it.

I want the page to open with a realistic ocean scene, moving water, sky, and a camera the user can look around with. Make it feel smooth and impressive, not like a demo. Add a few controls so the user can tweak the scene, like wave strength, lighting, time of day, and maybe turning effects on and off. If it makes sense, have the backend provide any needed settings or scene data so it’s easy to extend later.

Keep the UI clean and modern, with the main focus on the ocean view. Make it work nicely in the browser, and if you need current library details or best practices, look them up online first. Also make sure the project is set up cleanly so I can run both parts easily and keep building on it after.
