Build me a cookie consent banner that is GDPR friendly and accessible, like the ones used on European sites.

I want it to block all third party services by default, show a clear banner on first visit, then a smaller reminder on other pages, and let people accept or refuse everything or choose service by service. It should save the choice in a cookie for a year, and it should work without reloading the page when someone allows a service. Please include a fallback so social buttons become simple links, and ads can show a static banner when consent is denied.

Make it easy to customize the text, the position, the privacy link, and whether the cookie icon and extra details are shown. It should also be able to trigger events when services are allowed or blocked, so other scripts can react. If you need to look up current docs online for anything, feel free to do that.
