Build me a cookie consent banner that is GDPR friendly and accessible, like the ones used on European sites.

I want it to block all third party services by default, show a clear banner on first visit, then a smaller reminder on other pages, and let people accept or refuse everything or choose service by service. It should save the choice in a cookie for a year, and it should work without reloading the page when someone allows a service. Please include a fallback so social buttons become simple links, and ads can show a static banner when consent is denied.
