Build me a Python-based command-line tool for experimenting with AI code generation. The main idea is that I can create an empty folder, add a simple text file with a description of an application I want, and then run the tool on that folder. It should then use an AI model, like from OpenAI, to generate the entire codebase for me. I'll need a simple way to add my API key, maybe with an environment variable or a .env file.

Besides generating new projects from scratch, it should also be able to improve existing code. I want to be able to point it at a folder with code I already wrote, give it a new set of instructions, and have it make the changes. It would be really cool if it could also use vision-capable models, so I could give it a simple UI sketch or an architecture diagram as part of the prompt.
