Build me a backend for a collaborative project management app called Klaro.

I want users to be able to sign up, log in, refresh their session, and see their profile. Admins should be able to create groups, add and remove members, and manage projects. People in a group should be able to view the projects they belong to, create and track issues, assign them to users, change status and priority, and leave comments on issues. Please also include notifications for important activity and a simple admin area for managing users and viewing system stats.

Use a secure setup with JWT login, role based access, password hashing, and a PostgreSQL database with migrations. If it makes sense, wire in the AI assistant feature too, using OpenRouter for helpful project suggestions. Make the API clean and easy to test, and include sensible validation and error handling.
