Build me a polished Arch Linux desktop setup for Hyprland that feels like a complete daily driver, not a random pile of dotfiles. I want dynamic theming based on the current wallpaper, including per workspace wallpapers, support for animated wallpapers, and an instant light and dark toggle that updates the bar, widgets, terminal, and the rest of the UI without restarting everything.

Make the shell UI feel modern and fast, with modular GTK4 widgets for workspaces, network usage, weather, media controls, system tray, notifications, and live crypto prices. I also want a custom launcher that replaces the usual app launcher, with fuzzy app search, clipboard history, emoji picking, quick math, URL opening, and custom commands. Add left and right side panels for things like calendar, notification history, script running, chatbot tools, image browsing, settings, and keybind help. Set up workspace rules so common apps open in the right places, and include a simple Python installer plus a single command updater. Look up current docs online if needed.
