Build me a small live video streaming tool that takes a GStreamer pipeline file, connects to an SRT listener, and sends the encoded video there.

It should automatically adjust the video bitrate up and down while it runs, so the stream keeps going even when the network gets worse. I also want a simple way to set the minimum and maximum bitrate from a text file, and to reload those settings without restarting.
