Build me a simple Python web app called Mafia App that can run locally and in Docker, with a clean web interface and a database behind it.

I want the project wired up so I can start it with one command, have the app talk to the database, and keep the schema changes managed properly with migrations. Please include the basic pages and app flow a normal user would expect, plus a nice landing page so it does not feel empty.
