Build me a mobile first document tracking web app for an organization.

I want staff to be able to create, send, receive, and close out documents, then see a clear history for each one so they can tell exactly where it went and when. It should work well on phones, feel like a modern app, and behave like a progressive web app, including offline use so people can keep working and sync changes later when the internet comes back.

Please include document statuses, a paper trail style history, QR code and barcode generation, QR scanning for physical documents, alerts for status changes, and basic dashboards for metrics. It should also let me manage offices, users, staff permissions, and document categories.

Use the existing stack in the repo if that is already set up, and look up current docs online if you need to. Make it polished, practical, and ready to run locally.
