BatchLang/Blinter ? reverse-engineered prompt

Build me a Windows batch file linter called Blinter that checks .bat and .cmd scripts for syntax mistakes, unsafe patterns, slow bits, and style issues.

I want it to work from the command line on a single file or a whole folder, with an option to scan recursively or not. It should print clear issue codes, line numbers, simple explanations, and practical fixes, plus a summary mode. It should also support a config file, a quiet mode, a verbose mode, custom max line length, and an option to follow called scripts so shared variables are understood better.

Please make it handle real world batch files well, including different encodings and Unicode filenames, and warn on very large files instead of choking. If you need to look up current docs online while building it, go ahead. I mainly want a polished, reliable tool that feels useful right away when I run it on messy batch scripts.
