Build me a static browser tool for Wuthering Waves players that helps them make config files for Android and PC without installing anything.

The main flow should let someone upload or drag in their Client.log, detect useful info like GPU, RAM, Android version, active profile, render scale, and graphics settings, then suggest a good preset like Performance, Balanced, High, or Ultra. It should generate Engine.ini, DeviceProfiles.ini, GameUserSettings.ini, and optionally PC Input.ini, then let the user download everything as a ZIP.

Please include a simple setup page, a config generator page, an offline style helper bot for WuWa and UE commands, and a visual guide page with game assets. Make it work as a static GitHub Pages site with a manifest, service worker, custom 404 page, and no backend required. Optional feedback storage with Firebase is fine, but the core tool should still work without it.

Add clear warnings to back up old files, show where Client.log is located on Android and PC, and make the UI friendly for non technical players.
