Build me a small macOS menu bar app that makes a regular mouse feel smooth like a trackpad, while still keeping the precise control of a mouse.

I want to be able to turn smooth scrolling on or off, change scrolling speed and feel, and set vertical and horizontal scrolling separately, including reversing direction independently. It should also let me assign actions to mouse buttons and keyboard shortcuts, like opening an app, running a script, triggering common system actions, or disabling smoothing for certain buttons. Please make settings work per app too, so different apps can inherit global defaults or override them.
