Build me a simple project for Dism++ that keeps all the language files, cleanup rules, and help documents in one place.

I want a clean public site or landing page that shows the supported languages, lets people find the XML translation files easily, and explains what the main rules file does. It should also include the official help and website content in multiple languages, with an easy way for contributors to submit fixes or report bugs.

Make it feel organized and practical, since this is mostly a resource and translation project, not a big app. Keep the default content in Simplified Chinese, but make sure English and the other listed languages are supported too.
