Build me a Go command line tool called PushGuard that I can run before I push code. It should check the project locally, explain what failed in plain language, optionally suggest a small repair, and always ask me before it applies anything or pushes to Git.

I want it to work on regular Git repositories, show a clear plan first, run the needed checks, save a local verification record, and only continue when I approve. If a repair is needed, it should be able to use a local AI provider or an OpenAI compatible endpoint, but it must still keep human approval in the loop. It should also support a safer PR flow where it can work from a feature branch, create or update a pull request, and show the current status.
