Build me a lean agentic development toolkit that works across different AI coding assistants, with the main content living in clean Markdown skills that can be reused anywhere.

I want a shared skills library for taking a project from rough idea through requirements, architecture, standards, implementation, testing, review, and shipping. Keep the skills portable, with optional role files on top for agents that support them, and make the whole thing work without any MCP servers or heavy framework setup. Add a simple way for Claude Code to surface the right router at session start, but keep that optional so the repo stays neutral.

Please include clear docs for the flow of work, the available skills, the optional roles, and how to install or use it in different harnesses. Organize it so the toolkit is easy to extend, with templates, hooks, plugins, and examples of the recommended process. If you need current harness docs while wiring this up, look them up online.
