Build me a custom chat theme for FiveM and RedM that works with the default chat resource.

I want a clean modern chat box with a custom text input, a suggestions panel, and a ready to use message template that fits roleplay servers. Please include a simple anti spam system too, and make sure it is easy to customize colors, spacing, and styles. Use Font Awesome icons where it makes sense.

This should be something I can drop into a server resources folder and enable after the default chat resource. I do not need prewritten chat commands or messages, just the theme and the basic chat behavior. Make it polished, lightweight, and easy to edit later. If you need to check current docs or best practices for FiveM chat resources, go ahead and look them up online.
