Build me a local MCP server for Google Ads that I can connect to from an AI coding tool and use to safely manage an ad account.

I want it to be able to read account data, run GAQL queries, look up geo targets, generate keyword ideas and forecasts, inspect budgets, update budgets, pause or enable campaigns, add negative keywords, and apply recommendations. It should also support conversion goal settings for exact conversion actions and customer goals.

Because this is for real accounts, make writes safe by default. Use dry run mode unless I explicitly turn it off, only allow writes for approved customer IDs, validate large budget changes, and keep a JSONL audit log for every write attempt. Include a small helper CLI for checking config, listing customers, generating a refresh token, and running a sample query.

Use the official Google Ads API client, read credentials from a Google Ads config file and env vars, and make it easy to run locally with uv. If you need to, look up the current Google Ads API docs online while implementing it.
