Build me a visual design system tool called Core Framework.

I want a local first app where someone can create and manage design tokens for colors, type, spacing, layout, borders, shadows, and utility classes, then see the generated CSS from those choices. It should let me start from a full framework, just variables, a blank project, or an imported project, and it should support saving and loading portable project files.

Please make the interface friendly enough for non experts, with previews for common UI pieces like buttons, badges, fields, cards, avatars, and form controls, plus a way to add custom styles and fonts. The output should be easy to copy, download, export, and reuse across the web, WordPress, and Figma.

Keep the codebase clean and ready for open source use, and if you need anything unclear, look up current docs online first.
