Build me an instruction only agent skill called SureForge for handling complex coding tasks more safely.

I want it to guide an AI agent to research before asking questions, ask before planning, plan before building, verify before delivering, and get an independent review before marking anything done. It should be plain text only, with no runtime or special hooks, just a skill folder with a main skill file and any reference notes or templates it needs.

Make it work as something I can drop into common agent tools like Claude Code, Cursor, Codex, Devin, and Hermes, and include clear install and usage instructions. Add the supporting docs and tests needed to make sure the skill package is complete, the links are correct, and the content is consistent. Also include some evaluation material that shows how it should behave on tricky tasks and what counts as a pass or fail.
