Build me a local first web app for a TikTok Live AI character that reacts to chat and gifts in real time.

I want it to feel like a complete streaming assistant, not just a chatbot. It should read live comments and gifts, keep a queue so important events can interrupt idle behavior, and reply in a short in character voice using Grok. Add a local text to speech service so the character can speak out loud, but if audio fails it should still keep going with text and visual responses.

The app should also drive a simple animation system with idle, talking, transition, and reaction states, plus subtitles and timing so everything stays synced. I need a control panel where I can manage voices, idle animations, gift reactions, music, layer settings, and a few debug tools for testing without a live stream.
