Build me a local first privacy scanner that can find personal and sensitive data across files, databases, and APIs, then turn the results into clear reports for compliance teams.

I want to be able to run it from the command line and also open a simple web dashboard on localhost. It should support a demo mode with synthetic data, scan common document and archive types, and flag things like emails, IDs, health related data, and possible minors data. Keep the actual content on my machine, only store metadata about what was found, where it was found, and how risky it looks.

Please include a clean report export, especially Excel and a heatmap style summary, plus a basic API for starting scans and checking results. If you need to look up current docs or best practices, go ahead and do that. Make it feel production ready, but easy enough for a compliance or security team to use without much setup.
