Build me a Linux command line tool that can scan my local network, list the devices it finds, and let me slow down or block specific devices without needing admin access on the target machine.
It should work from a normal terminal, auto detect the network interface, gateway, and subnet when possible, and also let me pass them in manually if needed. I want commands to scan the network, show hosts with IDs, limit bandwidth by device, block traffic, and optionally add delays or packet loss for testing. It should support watching selected hosts so it can keep enforcing the limit if they reconnect.
