Build me a self hosted web app for managing software licenses and API keys.

I want a simple dashboard where I can create, view, and disable licenses, see basic usage stats, and control things like expiration date, allowed IPs, rate limits, and scopes. It should also expose a clean REST API so my app can verify a license with a request like a user id plus license key and get back whether it is valid. Include support for RSA style verification for less trusted environments if that makes sense.

Make it feel like a real product, with a polished admin interface, clear API docs, and sensible validation on all inputs.
