Build me a privacy first PDF web app that runs entirely in the browser, with no server uploads for the actual document work.

I want people to be able to open a site and do the usual PDF tasks locally on their device, like view, merge, split, compress, sign, edit, rotate, crop, delete pages, add page numbers, watermark, extract text, OCR, protect and unlock files, and convert between PDF, images, Word, PowerPoint, and fillable forms. It should feel fast, mobile friendly, and preview changes before export whenever possible.

Keep everything open source and simple to run as a static app, with local storage for recent outputs and settings, and offline support after the first load. If you need to check current library docs while building, go ahead and look them up online. Please make it polished enough that a normal person could use it for sensitive documents without worrying about uploads.
