Build me AstroTender OS as a working foundation for a mission critical ground based solar pumped laser debris removal platform, but keep everything safe and simulation focused for now.

Please read the README and the Specification/Claude specs.md file first, then create the core pieces so I can run the system locally. I want infrastructure startup, service stubs, shared contracts, a web console for operators, a safety and status view for the real time beam control layer, and a simple simulation or digital twin area that can show example objects, system state, and mock requests. Use the existing folders and make the project feel coherent instead of just empty placeholders.
