Build me a clean web app called ComplianceGuard that helps a small team keep track of compliance work in one place.

I want a simple dashboard where someone can see what is done, what is missing, and what needs attention next. Include a way to add compliance items, mark them as complete, see their status at a glance, and view a basic history or notes for each item. Make it feel professional, easy to scan, and good on both desktop and mobile.

Use the existing project setup in this repo and wire it up so it runs cleanly. If you need current docs or best practices for anything, look them up online. Also make sure the app has a sensible default empty state and looks polished without feeling overcomplicated.
