Build me an open source desktop app for writing tender and bid documents with AI, mainly for Chinese speaking users. I want it to feel ready to use out of the box, with a local workspace where settings, files, progress, and generated content stay on the user’s computer.

The app should let people import tender documents, parse them, build a reusable company knowledge base, and generate technical proposals, business sections, and image rich content from that material. It should support connecting to common OpenAI compatible AI services, and also allow local models. I also want editable workflows so users can adjust the outline, rewrite sections, and keep refining before finalizing.

Please include practical tools for duplicate checking and checking likely rejection issues, plus background tasks that can recover if the user switches pages or closes and reopens. Exporting useful results for Word style documents would be great too. The main product should be the desktop client.
