Build me a small Rust app that works as an MCP server for Google Ads, so I can use it from Claude to check accounts and manage campaigns safely.

I want it to connect to the Google Ads API with OAuth credentials from environment variables, then expose a bunch of useful read tools like campaign performance, ad performance, keyword data, search terms, geo info, recommendations, policy issues, and account details. It should also support write actions, but every change must be safe by default, with a preview first and a second confirmation before anything actually gets applied.

Please include guardrails like a daily budget cap, limits on bid increases, a read only mode, and a local audit log of every mutation.
