Build me a Minecraft plugin project for Paper that acts like a small plugin suite in one repo.

I want a monorepo with separate pieces for FancyNpcs and FancyHolograms, plus shared code for common utilities, packet handling, JSON database support, and plugin testing. The main goal is to let server owners create and manage nice looking NPCs and holograms in game, with a clean way to keep the code organized across multiple plugins and libraries.
