Build me a tool that takes an English video or podcast and turns it into a local study page for learning Chinese.

I want to be able to give it either a local media file, a Bilibili link, or a YouTube link, then have it pull out the audio, transcribe it, split it into useful chunks, and generate Chinese translations plus simple listening notes and vocabulary help. It should save the results in a clean folder next to the original media, with a final lesson file that can be opened in a browser for study. Please make it work as a local workflow, so I can keep my own media and rerun it later if needed.
