Build me a web app called GhostPR that acts like a living memory for codebase decisions. I want it to scan a GitHub repo’s merged pull requests, pull out important choices, workarounds, and tradeoffs, then save them in a local database so they can be shown later in a dashboard. The app should make it easy to see each decision, why it was made, what outcome was expected, and what lesson came from it. It should also age decisions over time, so old ones can move from active to questionable to deprecated, and it should be able to recheck them when new PRs confirm or contradict them.

I also want IDE integration through MCP so an AI assistant can check file history before editing and show warning cards when a file has important past decisions. Make it feel polished, with a clean dashboard, detail view, and a simple setup flow for GitHub and Groq keys.
