Build me a small Rust CLI that lets someone make a personal website and an online CV from simple YAML files.

I want it to have a setup command that creates starter files in a new folder, then a dev mode that runs two local sites at once, one for the main website and one for the CV site, with automatic reload when I edit the content or templates. It should also have a production mode that runs the same sites without watching for changes.

The content should live in separate language files, and it should be easy to customize the templates, styles, icons, and other static files if needed. Please make it work nicely with a local .env file for things like ports and default language, and include a Docker setup too so someone can run it without installing Rust.

If you need to, look up current docs online for anything tricky, but keep the experience simple and friendly.
