Build me a web based proxy management app for Xray that makes it easy to create and manage lots of user accounts from one place.

I want a clean dashboard where I can add users, edit them, limit traffic and expiry dates, see usage stats, and generate share links and QR codes for common client apps. It should support Vmess, VLESS, Trojan, and Shadowsocks, and let one user have multiple protocols if needed. It should also handle multiple users on one inbound, multiple inbounds on one port, and support multiple nodes so it can scale later.

Please include a REST API, a command line tool for admin tasks, and a Telegram bot for basic management or notifications.
