Build me a clean TypeScript monorepo for a small web app, with one main app and a couple of shared packages for reusable code.

I want it set up so I can run it locally, develop it comfortably, and also start it with Docker if needed. Please make the project feel polished, with sensible linting, formatting, commit hooks, and a solid base setup so it’s easy to keep adding features later.

Since there’s no existing README to follow, keep the app simple and practical, but make sure the structure is ready for real work. If you need to check current docs online for the best setup choices, go ahead and do that. Please also leave the code organized in a way that makes it easy for me to understand what each part does.
