Guovin/iptv-api ? reverse-engineered prompt

Build me an IPTV live source auto update app that can collect channel links from multiple sources, check which ones actually work, test speed and quality, and then generate a clean playlist that I can open in my player.

I want it to support M3U, TXT, and API output, with options for custom channels, IPv4 and IPv6, and filtering by things like speed, resolution, and region. It should also handle EPG, channel logos, and be able to ignore broken links, ads, or dead streams automatically.

Please make it usable in a few ways, through a simple desktop interface, a command line mode, and Docker so it can run on a server too. It would be great if it can run on a schedule and keep updating results on its own. If you need to check current docs or best practices for anything, go ahead and look them up online.
