Build me a Python tool for preprocessing DICOM images for CAD workflows.

I want a reusable library plus a command line app that can take a folder of raw DICOMs and output consistently processed images for training or inference. It should handle things like windowing, intensity normalization, and resizing in a deterministic way so the same input always gives the same result. Please make it fast enough to process batches in parallel on multiple CPU cores, and include a simple Python API too.

If possible, add a small GUI or viewer so I can inspect the preprocessing results and see basic DICOM metadata. I also want a benchmark command that measures speed and gives me a sense of throughput. Keep the install experience simple for Linux and Windows, and look up current docs online if you need to.
