Build me a working app that lets people browse and host decentralized websites from their own computer.

I want it to run locally, open in a normal browser, and let me visit sites through a local address. It should find site files from other peers, cache and serve them back out, and keep sites online as long as at least one peer still has them. Please include a simple landing page, a way to create a new empty site, edit its files, then sign and publish updates so other peers can verify them. It should support anonymous access with Tor if available, and also work normally if Tor is not set up.
