Historical-Expansion-Mod/Greater-Flavor-Mod ? reverse-engineered prompt

Build me a Victoria 2 mod called Greater Flavor Mod that takes the HFM style and expands it a lot with more flavor, more provinces, better historical accuracy, and quality of life improvements.
