Build me a bill splitting app for friends and family that works really well when people are together or apart.

I want users to be able to create shared groups, add expenses, split them equally or by custom amounts, and see who owes who with automatic settlement calculations. It should work offline first, save everything locally, and then sync changes across devices when the internet comes back. If two people edit at the same time, it should merge changes cleanly without losing data.

Please include receipt photo attachments, basic language support for English and Spanish, and a simple clean interface that feels good on web and mobile. If it makes sense, set it up as a PWA too so it can be used in the browser and installed like an app. Look up current docs online if you need to, and make sure the whole thing is ready to run and test from the repo.
