Build me a self hostable Telegram AI assistant that feels like a real agent, not just a chat bot.

It should answer in Telegram, remember users over time, handle group chats with separate settings, and be able to use tools like live web search, reading web pages, making images, editing images, generating PDFs, and sending voice replies. I also want it to be able to create simple web apps or mini games from a prompt, host them publicly, and share the link back in chat.

Please include a clean mini app dashboard for chatting, uploading images and voice notes, managing hosted apps, and basic admin controls for users, groups, and system health. Use a setup that can run on Cloudflare and keep everything open source and easy to self host. If you need current docs for any APIs or platform limits, look them up online before wiring it up.
