I want to build a tool that can automatically translate and dub videos. The main idea is that I can give it a YouTube video link, and it handles everything else.

First, it should download the video and create super accurate subtitles from the audio, with word-level timing. The translation needs to be high quality, like what you'd see on Netflix, not just a basic machine translation. It should also format the subtitles to be clean and single-line only.

The coolest feature would be adding a new voice track. It should take the translated text and generate a new audio dub in that language. I'd like it to support different AI voice services, and if possible, even do voice cloning to make the dub sound more natural.

Please wrap this all in a simple web UI using something like Streamlit so I can just paste a link, pick my languages, and hit "go". Use Python for this project. Look up the docs for the best APIs for transcription, translation, and voice synthesis.
