Build me a full stack document verification app with a clean dashboard for three kinds of users, employees, verifiers, and admins.

Employees should be able to sign up, log in, verify their email with an OTP, upload documents like PDFs and images, see the status of each file, and download or delete their own uploads. Verifiers should see a review queue, open documents, check extracted text from OCR, and approve or reject them with remarks. Admins should have a control panel to manage users, roles, account status, verification stats, and audit logs.

Please make it secure with JWT login, refresh tokens, password reset, account lockout, and role based access so people only see what they should. I want a modern responsive React frontend with a nice dashboard, dark mode, charts, and drag and drop uploads. Use FastAPI on the backend, PostgreSQL for data, and make it work with Docker so I can run everything locally easily. If you need current docs for any library, look them up online first.
