Build me a Flutter app called Cek PBB Cianjur for village staff in Cianjur to check and manage residents’ PBB tax status without opening the official portal one by one in a browser.

It should let users enter a NOP manually or from a short block and field number, check bill details by year, and check whether a tax is already paid or not. Add QRIS payment for all platforms, and on Android also support Bank BJB virtual account payment with copy to clipboard and quick open to installed banking apps. I also want OCR on Android so users can scan STTS or SPPT documents from the camera or gallery and fill in the NOP automatically. Include bulk import from pasted text or file, a block payment log with filters and export, automatic daily encrypted backups, PDF receipts and reports, and a settings page for theme and data management.

If possible, also add the staff portal monitoring features with login and MFA, and a way to check for app updates from GitHub.
