Build me an open-source platform to manage secrets and configs for my team. It needs a user-friendly dashboard where we can organize API keys, database credentials, and other environment variables across different projects and environments like dev and production.

A key feature is that it should automatically sync these secrets to our infrastructure and third-party services. I want it to integrate with platforms like Vercel, AWS, and GitHub Actions so we don't have to manually copy-paste values. It should also have some security tools built-in, like a scanner to prevent developers from accidentally committing secrets to git.

Beyond just storing secrets, it needs to manage their whole lifecycle, including automatic key rotation. I also need it to handle certificate management, letting us manage an internal PKI. The whole thing should be containerized with Docker so we can easily self-host it.
